CDPOverview of CDP States and Regions QuestionnaireAs the world's leading climate reporting platform and progress accountability mechanism forstates,regions andlocal governments,CDP helps disclosers understand their impact and takeaction.Reporting is the first step towards effective and tangible climate action.CDP's questionnaires evolve annually to push ambition further,to align with the latest existingscience and robust reporting frameworks globally,and support local governments,states andregions,public authorities,companies and financial markets to transition in line with a 1.5C,nature-positive world.CDP's States and Regions questionnaire enables states and regions to measure,manageand disclose their environmental impact and report to multiple campaigns and initiatives.TheStates and Regions questionnaire includes a Forest module which allows state and regionagovernments in selected countries to report data on all relevant drivers of deforestation and/orforest degradation within their jurisdiction.CDP is introducing scoring for states and regionsin2024.Questionnaire StructureStates and regions are requestedto respond to questions across six questionnaire modulesGovernance,Assessment,Targets,Planning,Actions and Forest.GovernanceOversight of climate issues,opportunities and equity.multi-level governance,collaborationAssessmentRisk and VulnerabilityGHG Emissions InventorySector-specific DataAssessmentTargetsAdaptation GoalsEmissions ReductionTargetsSector-specific TargetsPlanningClimate Actions Plan(s)ActionsAdaptation ActionsMitigation ActionsForestForest(States Regions only)Connection To Other Frameworks,Projects and InitiativesCDP serves as a one-stop shop for reporting your environmental data,allowing your localgovernment to report to,and participate in,multiple global and regional frameworks,projectsand initiatives.The States and Regions questionnaire is aligned with the following frameworks,projedts andinitiatives:EU Mission on Adaptation to Climate Change (pending confirmation for 2024)GCF Task Force Manaus Action PlanNetZeroCities-Mission CitiesRace to ResilienceCDPRace to ZeroRegions AdaptScience-Based TargetsSustainable Development GoalsTask Force on Climate-related Financial Disclosures (TCFD)Under2 CoalitionKey Returning Features ExperienceHow to access the Portal:When the Portal opens for responding,Disclosers willreceive an email with instructions on how to access the questionnaire,set it up andstart reporting.Questionnaire stability:Minimal changes to question text and response options.Copy fo rward:This functionality auto-populates answers fromyour previous responseinto the current questionnaire,where applicable.What's new for 2024?2024 Key Updates ChangesNew Portal:CDP's new response Portal includes built-in guidance and introduoesfeatures to manage your response,improve collaboration with colleagues and connedwith Support.The Portal makes it easier to disclose,track progress,and access dataand disclosure information.You can learn more about CDP's new Portal hereScoring:CDP is introducing scoring for states and regions in 2024.CDP scoring isdesigned to incentivize jurisdictions'transition towards resilience and net-zero throughequitable environmental action.The scoring process is a valuable opportunity forjurisdictions to receive feedback on their climate and environmental planning,toidentify areas to improve on and to use their score to benchmarktheir progress againstothers.A 2024 States and Regions Scoring Introduction and a 2024 States andRegions Scoring Methodology document will become available on the Guidancesection of the CDP website and in the portal.Questionnaire numbering:Question numbers have changed from 2023.Thesechanges are noted in the questionnaire guidance.They will not affect the functionalityof copy forward,the feature that allows you to copy your previous year's response intothe current questionnaire,where available.Alignment with key climate initiatives:o The Integrity Matters for Cities.States.and Regions report was developed byan expert group convened by the Global Covenant of Mayors for ClimateEnergy (GCoM)and WRI Ross Center for Sustainable Cities.The tenrecommendations in the report provide fit-for-purpose recommendations forlocal governments to ensure the credibility,accountability,and transparency oftheir net zero commitments within the context of their varied capacities andcharacteristics.The States and Regions questionnaire is partially aligned withthe Integrity Matters for Cities,States,and Regions report in 2024,workingtowards future full alignment.o For 2024,CDP has made some minor updates to improve alignment with thenewly updated Race to Resilience Metrics Framework.
